Aside from the problem of not being able to exit the browser once you are in full screen mode, there are some apps (OurGame in particular) that do not run well unless there is true full screen mode (i.e. no navigation bar either).
Double-tapping is a good event to trigger that mode switch because browsing generally only involves singletaps.
