I agree that changing one tab header to Effects Preferences while we're in Preferences > Effects is no improvement.

However, I think wecould move the Meta knob config above
the tabs because
1 increases discoverability
2 clarifies that it's not a per-tab setting

anyway, no need to discuss this NOW, we can do so AFTER merging #2618
