It seems clear from the prior discussion that there cannot be a good one-size-fits-all solution for every effect. I don't think any new COs (at least COs for skins and controllers to interact with) are necessary. Modify the current enabled/disabled COs to signal to the effect to do whatever it needs to do to turn off. Provide effects with an interface to cut off their input and output separately, and leave it to each effect to use these as appropriate when they get the signal to turn off.
