We cannot avoid using Windows VMs for CI and only crosscompile from Linux. I know MinGW can work on either Windows or Linux, but if we don't have CI running on Windows we may commit regressions that break the build on Windows. We already have a hard enough time attracting and retaining Windows and macOS developers. Let's not make it harder for them.
