I am afraid the PortAudio interface will never suit for this (Or needs mayor re factoring).

I think to a solution where Mixxx exposes all streams to Jack and get reported back if the stream is used or not.
In case it is used, Mixxx should start processing automatically.

A solution using the Jack API should be very straight forward.
