os_actions_endpoint_type not in generated config file

According to https://review.openstack.org/#/c/376325 there is a setting called os_actions_endpoint_type that should set whether mistral uses public/internal/admin endpoints. However this is not in the generated newton configs so I can't tell where to set it or whether it's really going to work.

In addition the entire [api] section seems to be missing. Is this expected?

We should investigate this and verify everything we expect is generated.
