Bug Description

there is currently no effective way of setting the endpoint type that mistral will use for a service; since it seems it's hard-coded to use the public endpoint, and it seems that setting os_endpoint_type gets ignored.

Take os_actions_endpoint_type into use

So there exists the os_actions_endpoint_type config option but is
currently ignored. This sets it into use.
