Seems simple enough still for release. Using MidoriBrowser should be avoided, the NEW_TAB signal is correct here, so I changed that part. Also remember English uses capitalization and every menu item needs a mnemonic.
Open question: what happens if New Window and New Tab are visible, and both may open a frame in effect? The best solution is probably to make the step towards fully replacing the built-in menu.
