In the Extension tab of Preferences there is 3 extensions named "External Download Manager - XXX" where XXX is the name of the external download manager.
I think that you should delete them and add a dropdown list in the tab "Browsing" named "External download manager" after "Text editor" and "News aggregator". That is the right location for that option.
