No, they're not. I checked in gnome-terminal and slightly moving up the mouse pointer from bottom-right corner makes it lose the ability to resize the window.
Besides, if You don't want people to resize by clicking on borders and moving, disable it completely and adapt OS X method here. The current behaviour is unacceptable.
