Bug Description
* SGH-i897 phone (Samsung Galaxy S Captivate, AT&T in the US)
* Android 2.1
* Tekla from Launchpad Web site, not the Market (before 0.4-alpha)
While the Tekla keyboard is active, my phone would vibrate and get calls, but the call screen would not show up. I couldn't answer phone calls.

Tekla should not interfere with your call screen. Do you mean the screen you get with the name/picture of the caller and a slider to answer the call?
Samsung may have used a custom handler which may not be following best accessibility practices. Even then though, Tekla should not prevent it from showing up. Could you try installing a different call handler /dialer app to see if that changes anything?
