This was probably resolved with Mailman 2.1.3 (28-Sep-2003), its NEWS said:
    Archiver / Pipermail

        - In the configuration variables PUBLIC_EXTERNAL_ARCHIVER, and
          PRIVATE_EXTERNAL_ARCHIVER, %(hostname)s has been added to
          the list of allowable substitution variables.
