It says "First change to the installation (i.e. $prefix) directory, then
run the bin/check_perms program." That seems sufficient.

Regarding "chmod o-x archives/private", you may or may not want to do
that. I know check_perms says

Warning: Private archive directory is other-executable (o+x).
         This could allow other users on your system to read private
archives.
         If you're on a shared multiuser system, you should consult the
         installation manual on how to fix this.

And it means what it says, i.e. see the "Warning" box in section 4 of the
installation manual which tells you what you need to do if you want to
protect private archives from access by other users on your system.
