"Could not initialize the package information

An unresolvable problem occurred while initializing the package information.

Please report this bug against the 'update-manager' package and include the following error message:

'E:Encountered a section with no Package: header, E:Problem with MergeList /var/lib/apt/lists/security.ubuntu.com_ubuntu_dists_jaunty-security_universe_binary-i386_Packages, E:The package lists or status file could not be parsed or opened.'"

I'm a 10 year Linux user but still a beginner because of dementia.
Took me this long to figure out how to report bugs if that's what I've got.
Basically Ubuntu I think 9.04 stopped booting and auto fsck failed so I tried manual fsck from live cd terminal unsuccessfully and finally had to use e2fsck and answered yes to all the repair questions. Just learned about e2fsck. I have to have prompts like guis to be able to function on a computer or instructions that I can cut and paste to use command line.
Ubuntu then was able to boot but I got this above error message.
Like I said I'm disabled with dementia and find this repair and reporting process a little overwhelming among other things also.
Having to use the email and password to get in here presented a challenge for me...
Everyone has to look like a secret society it seems!!!

How would I know if it is a security vulnerability?

One thing I forgot to add was that I'm suspicious that a Java based program called Family search indexing might be involved in causing some king of corruption as two other of my hard drives that I use it on have developed similar/same problems as this one. One is Ubuntu 9.10 and other is 10.04. Other thoughts is it's a fluctuating power supply causing all the errors. Not sure what's going on.
