Didn't have libssl-dev installed.
I tried reverting to 4.1 and manually rebuilding with dpkg and libssl-dev and now 4.1 works perfectly with TLS.
Now that I have libssl-dev I could try with 5.4 but 4.1 seems to have everything I need. Have there been any significant security updates between 4.1 and 5.4 or are all the changes mostly cosmetic?
