The wording of "No theme selected" may be a bit misleading. A bit of a discussion took place on https://reviews.mahara.org/#change,516 but no conclusion has been reached yet. This needs to be looked into again esp. in light of the configurable theme as this makes it now much easier for institutions to have their custom themes.
