Preconditions:
------------------------
1. Database is a fresh install (no data)

Test Steps:
------------------------
1. Browse to your default URL for the mahara site
2. Verify that user does not see "Mahara: Site Unavailable" "A nonrecoverable error occurred. This probably means you have encountered a bug in the system"
3. Verify that user sees "Install Mahara" button
