Bug 1746259: Add the T&C to the register form

Had to change the definition of the following strings:
"siteprivacystatement" to "siteprivacy"
"sitetermsstatement" to "sitetermsandconditions"
"institutiontermsstatement" to "institutiontermsandconditions"
