How to replicate:
1. Go to Administration -> Configure site -> Site options -> General settings.
2. Switch "License metadata" to "Yes".
3. Go to Administration -> Users -> Add a user.
4. Click "General account options" and then the help icon next to "Default license".
Expected result: A proper help file is displayed.
Actual result: An error message is shown instead.
