When notes are copied, they do have a notice at the top the next time they are edited. Regular "Text" is always unlinked. So maybe it could be a way of choosing a different functionality for the "Text" feature?

I'm not in favor of integrating more of the "Block copy permissions" settings as they can be overlooked very easily and when someone has a lot of note blocks on a page, it's cumbersome to set the appropriate setting all the time esp. since you may not know from the start whether you'd allow copying or not. Making that a bit easier would be my preference.
