Bug 1602447: Allow ">" in CSS stylesheets

(Also removing the HTMLPurifier custom filters while I'm at it,
because they don't actually do anything in this context.)

behatnotneeded: Behat test to come later (due to current
Firefox/Selenium incompatibility issues.)
