As far as "rating" goes, as long as comments are allowed on a page, users with access to the page can leave feedback and also leave a rating if they are turned on (see http://manual.mahara.org/en/1.8/administration/extensions.html#artefact-type-comments ).

Grading would be much trickier as we don't have a gradebook.
