An update on this. The fix that was finally committed (under change 2887) was as follows:

- If an institution chooses the 'site default' theme, then the institution option to pick dropdown menu is disabled.
- If they choose another option then the dropdown menu option is enabled again.

So, like I described in the second-to-last paragraph of my last comment.
