We already have a user account setting for turning off the HTML editor. I think you'd need to check if having two different things under the same link would be useful.
Some sighted people may want to turn off the HTML editor but still see the drop-down navigation...
Some themes may also not work well with tabs if they have only been designed for drop-down navigation. In Mahara 1.8, institutions can now decide to have the drop-down menu or tabs and thus all built-in themes support both, but other themes may not.
Did you check what happens when small headers are turned on?
