    Change the order of "Next" and "Cancel" buttons (bug #1026428)

    Change the order of "Next" and "Cancel" buttons when creating a new
    user/group/institution/site collection.
    When the user presses "Enter", the "Next: Edit collection pages" action
    will be executed.
