This is a good idea as it would make the updating of the strings easier for site admins. But there is a big difference to a regular language pack as far as I know because the strings are only stored in a database and not in a lang pack itself. Thus, if you want to replicate the same strings on a different Mahara instance, it would be quite difficult.
If site admins can live with that (you can always still create your own lang pack), it would be nice to have.
