Magnum reduced its scope to manage the infrastructure only: https://review.openstack.org/#/c/311476/ . That is managing containers is out of scope. I am not necessary agree with that, but it is a team decision and I respect. For now, you could use native tools to manage containers (i.e. kubectl, docker CLI, etc.).
