FWIW, we have no way to check this with debs, also not sure if this has been mentioned elsewhere, but this has happened twice and ONLY when updating from stable to edge. Once we migrate from edge to stable, it does not happen, nor does it happen during updates from stable. However, I suspect that is because those updates are all minor, not necessarily major involving db migrations as Jerzy pointed out.
