1. Install maas-region-controller package
2. Remove package using apt remove
3. Select yes on both screens
4. Try to reinstall maas-region-controller package with apt install.
5. apt should fail with an error message
The install should fail with an error message about user access denied.
When removing maas-region- controller (Selecting yes on both screens) and reinstalling the package causes a broken DB state.

MAAS package to install without any issue
Actual:
maas-region- controller fails on apt install
Workaround:
dpkg --purge maas-region- controller
