Bug Description
We want to remove some development friction by cleaning up stale pidfiles for pserv and txlongpoll (bug 984683). Some say that's a bad idea because it might allow suspicious death of the service to go unnoticed.
The proper solution to that problem is to report suspicious death, not to break maintenance at arbitrary times.
