Bug Description
Stopping pserv/txlongpoll, e.g. during “make distclean,” annoyingly breaks if the process wasn't actually running. Come on, just clean up the pidfile and move on!

Gavin has been revamping the management of these processes, so the old pidfile-management bugs no longer apply.
