Bug Description
When composing an LXD VM, any tags specified during compose disappear after commissioning.
= Reproduction =
1. Navigate to an LXD VM Host (LXD latest/stable 5.20-f3dd836 on 22.04 Jammy)
2. Click Add VM
3. On the compose page, add a second disk
4. Write 'osd' in the tag field, then click 'Create tag "osd"'
5. Click compose machine
6. After a few seconds, refresh the VM list so that it appears (due to Bug #1991228)
7. Click the new VM
8. Click the Storage tab
9. Before automatic commissioning completes, note that each disk is tagged with the name of the storage pool and the custom osd tag.
10. After commissioning completed, the original two tags are removed and replaced with a 'rotary' and '1rpm' tag.

MAAS deletes the tags when a machine/VM is recommissioned by design. The UI gives the ability to create tags during VM composition, which is pointless as these tags will be deleted when the VM is commissioned. The documentation is not clear on that point, and the UI should not have that functionality.
