I have the same issue with MAAS versions 3.4/stable & 3.3/stable

The problem occurs during VM creation process.
The issue is not consistent - I can run same command twice or 3-times until I get VM created. Previous ones result with "Failed to login to virsh console". Additionally, during each redeployment different VMs pose problems.
