After further testing, this does appear to be a network issue: if the MTU for this VLAN is set to 1500 in the MAAS configuration the transfer succeeds and the new node is enlisted successfully; if the MTU is set to 9000, then transfer and enlistment fail. However, I've reverified that the MTU is set correctly for jumbo frames on both the host and guest (MAAS VM) interfaces, on the host's switch port, and on the switch port for the node being enlisted...
