Question: how can the containers on a machine be bound to spaces, and yet the machine itself is not on those spaces?

Shouldn't Juju be asking for a machine that is in the spaces required by the eventual containers?

Also, I think a good workaround might be to assign meaningful spaces for the machines Juju is currently requesting with the `-1` space.

I think until we understand what the use case is for requesting the `-1` space, this is Incomplete for MAAS.
