Alright, so after discussion in the cross team, I wanted to record what was discussed:
1. You are using an HA MAAS.
2. You are manually modifying the VM's created by MAAS to use a bridge, which is not part of the Pod support in MAAS.
Since you are doing (2), which is non-supported for MAAS pods, it is really difficult for us to determine what the problem is. That said, since you are doing (1), what we would like information from you is:
1. Disable HA, only use single region/rack controller and try to reproduce the issue.
If the issue is reproducible, then we can safely assume it is an issue with the custom bridge you are creating. If the issue is not reproducible, then it could be related to HA or it could a bug in ISC-DHCP.
