Here's an annotated and collated set of logs from the primary and secondary dhcp server for a node booting. It shows some strange behavior, including the secondary dhcpd NAK'ing requests made to the primary dhcpd. The "max load balance secs" setting change did have some effect, but it doesn't seem to work all the time.
