A dhcp discover/response sequence from the same VM on the primary controller. The primary controller is providing dhcp on 'broam', which is also the bridge the VM that is PXE booting is on, so you see the dhcp responses from both servers there:

It also doesn't see any requests with secs < 4. It's interesting that both dhcp servers respond after the secs = 4 request, but the client seems to ignore them and does another request with secs = 10.
