after the reproduce i restarted maas-dhcpd on the primary controller and PXE booting worked again.

The interesting lines there are:

Sep 20 16:36:40 infra2 maas.dhcp: [warn] Failed to update all host maps. Restarting DHCPv4 service to ensure host maps are in-sync.
