maas_api_helper.py is a Python library used in ephemeral environments to help send the metadata server data. This library is also used by the rack controller to send commissioning information on rack controller start. As such maas_api_helper.py and its unit tests are stored under src/provisioningserver/refresh/ and a symbolic link is created to maas_api_helper.py in src/metadataserver/user_data/templates/snippets/. In the previous version of packaging this file was created twice instead of using a symbolic link. Now its not being included at all, preventing any ephemeral environment from starting.
