Can you please attach cloud-init logs from the ephemeral environment as well as the "systemctl status ntp.service output?

Also, make sure that:

1. You running the latest MAAS (seems you running RC1)
2. You are using the latest images.

If this is a library issue indeed, then this issue is higher up on the stack.
