Long story short: I believe that SRU of bug 1723183 will fix this.

I believe this is fixed by the changes made for bug 1723183 to overlayroot.
That fix is currently in bionic, but not in xenial, artful, zesty.

It is essentially the same change we have made in curtin
when moving to testing with squashfs and overlayroot and maas v3 streams.
