Can I assume that your region controller is on the same machine as your rack controller? (you didn't upgrade the region and not the rack?)

I see that you have python-pyvmomi version 5.5.0-2014.1.1-3 installed - can you ensure "python3-pyvmomi" is installed as well? (MAAS 2.0 is based on Python 3.5, so we require the "python3" version of all our dependencies now.)
