It seems a bit weird to have a page warning: the only action that is not possible is the "Start node" action. A page warning seems a bit alarming I think. True, this is a real problem if you're planning to deploy your node manually, but it's not critical if you deploy your nodes with Juju.
If the tooltip is not working (Graham, can you double check? Like I said I'm seeing the tooltip in Chrome, Chromium and Firefox) then maybe we could add a warning above the greyed out button itself.
