MAAS should, by default set up VNC for nodes and make it easy for the user to view the console while machines are being employed

Bug Description
It would be VERY helpful, especially when debugging deploying charms and installing nodes in general if MAAS set up VNC on each node as it runs through commissioning and deployment. Probably not possible for enlistment as that's a completely blind action (though could be accomplished via the pie preseed for enlistment).
Ultimately, I'd like to see a VNC connection set up for each node deployed, and then in the web UI a button on each node's page that says "View VNC Console" and a corresponding method in maas-cli, maybe console already exists in CLI?
