Thanks for responding.

I saw in the environment matrix of appveyor config that Python 38 is listed twice.

I was able to use pip to download the 3.9 wheel down momentarily but then pip could not locate it. So park my 3.9 exploration for now.

How quickly the release cycle turns. Python 3.5 end-of-life is in three weeks.
