I'm trying to run a similar setup to someone else who has the issue,

When I exec into the lxc container and run mount | grep cgroup
I see this:
     cgroup on /sys/fs/cgroup/freezer type cgroup (rw,nosuid,nodev,noexec,relatime,freezer)
