For 18.04, Ubuntu introduced a new option for a "minimal install" in ubiquity. We did not have our seeds set up correctly for this and so it doesn't function correctly. However, this was overlooked until after release and we have long offered a minimal installation option: https://help.ubuntu.com/community/Lubuntu/Documentation/MinimalInstall so we left well enough alone. (Note: Xubuntu didn't offer it intentionally and they offer a similar minimal option) For 18.10 and beyond, we switched to the Calamares installer that doesn't offer this option either. There's some potential of adding this as a feature, which we'll be looking into. This is being tracked here: https://phab.lubuntu.me/T58
