This sounds like it could be a possible graphics driver or compositing issue, however:

This problem has only manifested itself on the latest Linux Mint. I have
used Linux Mint 8 and there is no problem at all. The bug is present on
all the desktops I have used which all have different graphic cards
installed. Also I have installed different distros on all three
computers and Inkscape behaves normally.
It does'nt appear therefore to be a graphics driver issue. The bug on
Linux Mint 10 is there immediately the application is launched and the
cursur on the page is moved.Inkscape is therefore unusable and there is
no workaround. I hope this is sufficient info for you!
