Bug Description
While the two bottom corners of the screen register mouse clicks fine, the top two corners of the screen don't. Most importantly, the top right corner, which is where the close button of a maximised window will reside, does not register a mouseover or mouse click unless you move the mouse cursor 1 or 2 pixels down (you do not need to move the cursor away from the side of the screen, only the top). This may not seem like much but the most common way of closing a maximised window is to simply throw the cursor into the corner and click the close button. As it is currently, the user must position the cursor correctly in order to close the window. This is a usability nuisance that does not look good as far as Fitts' law is concerned.

I think this might be the issue. It seems that Metacity was patched to be more "correct" for the new Lucid themes while sacrificing adherence to usability conventions for every theme.
